  • The Ministry of Electronics and Information Technology (MeitY), Government of India has established ChipIN Centre at C-DAC Bangalore under C2S Programme as a national centre to support and strengthen semiconductor design activities across the country. ChipIN Centre hosts a centralized EDA tools design infrastructure facility, providing access to advanced EDA tools from M/s Synopsys, M/s Cadence, M/s Siemens, M/s AMD (Xilinx), M/s Ansys, M/s Keysight, M/s Silvaco, M/s Renesas-Altium, M/s CadreDesign, M/s Compcarta, etc. (refer: https://c2s.gov.in/EDA_Tool.jsp), covering the entire chip design cycle for participating institutions. The Centre currently supports a vast and growing ecosystem of over 300 institutions, spanning diverse geographic regions across India.
  • The rapid expansion of VLSI design activities under Chips-to-Startup (C2S) Programme has enabled wide participation from academic institutions across the country, creating a vibrant and growing design ecosystem. This momentum has led to increased engagement with EDA tools, design workflows, and advanced methodologies, supported effectively through a centralized framework at ChipIN Centre, C-DAC Bangalore. As the programme continues to scale, there is need to further enhance accessibility, responsiveness, and regional engagement. Establishing Regional Support Centres (RSCs) under ChipIN Centre will build on this strong foundation by bringing expertise closer to institutions, enabling faster support, nurturing local capacity, and strengthening the overall VLSI ecosystem in a sustainable and scalable manner.
  • The objective of the Call for Proposal is to establish Regional Support Centres (RSCs) under ChipIN Centre in six geographic regions of India for distributed and regionally accessible EDA tool support services from ChipIN Centre. Each RSC will provide guidance / support in EDA tools installation, access, training, and related assistance to organizations identified to be associated with it.
  • The six regions, namely: East, West, North, South, Central, and North East, as shown in the table. Institutions are requested to make the proposal only for the region they belong to, and not for other regions.
  • Recruitment, training, and deputation of RSC staff shall be undertaken by ChipIN Centre, and quantum of manpower will be decided by ChipIN Centre, C-DAC Bangalore.
  • Members proposed as PoCs for the RSC shall be regular members of the institution, well-versed in the VLSI domain, and should hold a teaching or research faculty position.
  • During the recruitment process, the designated Point of Contact (PoC) from the identified institution of the respective region shall be included as a member of the selection panel for recruitment of personnel for the concerned RSC.

  • The RSC institution is expected to contribute voluntarily by closely collaborating with ChipIN Centre, C-DAC Bangalore.
  • This Call for Proposal is open for academic/R&D institutions who are currently being financially supported under C2S Programme (https://c2s.gov.in/ListofOrganizations.jsp). The institution applying under the Call for Proposal should meet the Eligibility Criteria and should be in line with the Guidelines for Submission of Proposals.
  • Organizations are requested to download the Proposal Format: RSC-Proposal Format.docx. The duly filled and signed proposal must be submitted in PDF format and named as “RSC-Proposal_<Institution Name>_<Region Name>.pdf”. Proposal submission link details copied below:
